My bachelors is in Exercise Physiology.

The formula for ideal weight is:

Males -- 105lbs for the first 5' then 6lbs for every inch over five feet, plus or minus 10%. The 10% would account for variations in muscle mass and bone thickness. Typically people wrap their thumb and middle finger around their wrist, and if it overlaps then they are thin boned, just touches would be medium boned, and if the fingers don't touch then big boned. Ex: 5'10'' would be 165lbs with a range of 148.5lbs to 181.5lbs.

Females -- 100lbs for the first 5' then 5lbs for every inch over five feet, plus or minus 10% for variations in breast, butt, bone size, etc.

Keep in mind, these would put people into lean-average shape like 12%-15% for males and 21-25% for females, which is closer to the natural average of people around the world uninfluenced by a western diet and historically what we have weighed. It also doesn't account for muscle mass and assumes a more natural size and variance in muscle like the variations in muscle and leanness that one sees in isolated tribal populations. As such is the case, body builders would be obese by BMI standards. Another note, the waist measurement is taken at the navel and not the hips for anyone curious.

My Masters is in Exercise Physiology, but you can see my credentials in my sig;
Here are a few resources I use for clients. Although I don't use BMI often, these are good for general populations. As well Hip-to-Waist Ratio will also help at-risk trends. Still, I'm a firm believer in bodyfat percentage and skin fold measurements.
