I'm leaning towards a belt tensioner pulley considering it does it under load. (A/C cycling and from a stop light)

One of the guys that worked next to me at the motorcycle shop had a good story. He used to work for this bridge company, worked in their shop and pre-fabbed components. He was drilling this deck plate on a drill press the size of a garage, bit was the size of a fir tree. He went to bat away the chip that was curling off the bit and it caught his glove. He spent the next minute running around the bit trying to keep up with it until the chip curled off long enough he could hit the emergency stop. And that is why you don't wear gloves or long sleeves while manning a drill press.

I cleaned the pulleys and belt and heard the noise sometimes when revving to ~1200-1350 rpm. The sound could be heard louder at the exhaust and the middle of the car and I lifted the car to check all the bolts (exhaust) and they were all tight. I also noticed when the wheel is turned either ways the noise gets loud when moving under 5 mph. Currently running SWIFT springs on OEM dampers. Could this be a diff or transmission issue?

That's where the exhaust front pipe is bracketed to the transmission. That whole assembly vibrates and pivots as a unit. Get under there. Remove the bottom panels, and wiggle stuff.
If your jack stands and work area are good enough for you to get underneath the car, It's just as safe to start the engine while you're underneath it.

I found the clamp holding the heat shield to the front pipe is loose and probably causing the rattling. If I took that shield off, should I wrap it in a new heat shield?

Boom. Heat shield is important. Fix or replace the clamp.

(insert facepalm), i drove with the air conditioner on the other day and the noise came back... i guess it was not the heat shield

maybe it has 0_o but im thinking it could be a bad ac compressor??? but not sure what symptoms are for that
