This is a close up of Florida, which would be hit the hardest in the states, but many areas would require massive migration like New York City and other costal cities.

I agree. Why invest to save an area that is likely doomed. It sucks that we built along the coastlines just because it made sense to build at ports-of-trade. I doubt that mentality will change much. It would be hard to rebuild entire cities inland. Building larger levees and ocean walls is probably what many areas will do. That is what Netherlands is trying. The Netherlands appears to be one the highest at risk of a rising ocean. Their model will be useful for other cities to determine the best course of action, whether that is to slowly abandon ship or to construct a barrier.

Well, the Netherlands was built on reclaimed ocean floor (something like 20% of the country if I remember correctly) so no surprise that they have flooding issues on occasion.
