Since I don't speak or read Japanese, here is what Google Translate came up with for the description of the Flexible Draw Stiffener:
In STI unique sports parts to be installed between the vehicle body and the cross member, to correct the bending of the chassis during travel by applying a moderate tension, it is intended to fulfill the agile initial steering and supple ride of both. Running stability during cornering is increased by increasing the ground of the road four-wheel, providing a gentle steering feel quick. ※ I have developed on the premise Kyochaku with STI-made flexible tower bar (part number ST20502AS000). ※ Because of undercover inner mounting, the position of the damper part is different in the left and right. This part seems similar in function to one of my favorite braces: http://www.frsport.com/Carbing-Front...Z_p_52274.html I have this brace installed, and it did increase NVH (Noise, Vibration and Harshness). For me this is a good tradeoff for the increase front end rigidity and steering response. I think this flexible brace may have most of the benefits of the Carbing and other similar braces, with very little increase in NVH.

It's a sport + thing. Under normal condition it stiffen the car just like Normal tower bar, but it allow the suspension to cope with those imperfections on the road with comfort. Cuz u don't drive on tracks all day.
