Whatever turbo is used is going to be artificially limited, via a boost controller, at one end or the other. I'd rather a turbo that has better transient response while still running in its efficiency island, than a turbo that I can tell my friends could make 500hp. The WRX turbo is a good idea, I'll have to look up which turbo it runs.

09 to 14 WRX runs a VF52 turbo if I'm not mistaken. 15+ runs a Garrett MGT2259S You could hit up ForcedPerformance to see if they can adapt one to a flange you need and buy the other pieces as needed. JDL makes a t2 and a T3 hot parts kit all said and done for about $1,700 (depending on your options) and you can have an intercooler pieced together for you easily enough.

I'd be willing to bet a small efr or gtx will spool as well as the Garrett in the 15+

So many turbos would be better suited than what OP is suggesting, but they won't listen to reason. Efr would be the way to go I think, and full race even makes a twin scroll manifold for them..
