I've shipped wheels with tires many times. The best way for me is to tape round wheel sized cardboard circles to protect the wheels and edges of the tires but leave the tread pattern exposed on the outside. If you are getting wheels with mounted tires shipped to you reuse those or cut them from cardboard boxes. Then, use large shipping plastic wrap such as available at Lowe's or U-Haul to "cocoon" the entire wheel/tire and shipping tape to secure that. Typical UPS Ground costs to ship that way are around $20-$40 each per depending on distance. I've had perfect feedback from buyers and no issues shipping that way.
