Yes. If there was a small blockage in one passage it may be fine with full flow but the slight reduction due to the blocked pickup may push it over the edge.
Would really like to know if there is more damage elsewhere though. All the theories hinge on just how widespread throughout the engine the signs of starvation actually are.
