Soak them in PB Blaster. Spray liberally and let sit for a half hour. Do it again.
See if they loosen at all. If they do a little and stop, re-tighten and then loosen again.

Get a small torch and heat those suckers up. Be mindful of the heat and don't melt anything.

Are they bolts, or nuts on turbo studs? If they are nuts, you can buy a nut splitter.

Don't be afraid to remove the turbo hotside and downpipe so that it's out of the car and you have more freedom to get at it- everything advantage you can get yourself is one you should take

Impact gun set to a very low setting and a metric fuck ton of patience. Just let it hammer away. They'll come out. Most likely

The turbo kit is of the car, the bolts are the ones that are Allen key (down pipe to hot side)

Wow, all five of them‽

Yeah, I'd retread them for now, but I'd take the turbo out and disassemble it / inspect it. I'd guess there's a tolerance for axial shaft play. I'd measure that if at all possible as well as inspect the blades for cracking and chips. And a rebuild kit might be in order either way. If someone was that careless you never know what else will be wrong.
