PMP is reputable and have supplied a bunch of engines for people I know in our state.

That's a short block. You can get a Stage 1 IAG for about the same price with beefed up internals and better oiling capabilities. The labor when you just get a short block is pretty high. A long block would mean a complete engine. If your engine issue included bad bearings or anything that caused metal shavings to get into the oil then everything that the oil touched needs to be either replaced or refurbished. Plan on around 8-10K if there was metal in the oil.
Short block and you're still dealing with the timing cover issue and the potential of the technician not knowing the correct procedure then you're back to square 1. This is an extremely frustrating situation I just went through it. If your budget is 4K a new motor will not happen.

You can get a short block from other outlets for 2K. If you decide to go that route

A short block is just the block, crank, rods, and pistons.

A long block is all of that plus heads, cams, and valvetrain.

I'm pretty sure you're confusing a long block with a complete engine that has all of the other stuff on it (pumps, hoses, oil pan, intake manifold, throttle body, etc).

I think you are mistaking longblock with complete engine assembly.

New Short blocks can be picked up from Subaru for 2k.

Long block is a short block + heads (valves, springs, cams Etc.)

It still needs all the sensors, solenoids, engine harness, manifolds, oil pan, and a few other minor things sometimes timing cover.

Complete engine assembly is drop in and go.

Long block is transfer over some external things from current engine and good to go

Look at ALL 10 of the pictures. Clearly shows a head with valves, springs, cams etc.

Complete or near complete used engine assemblies can be had for roughly 3k, this is a refurbished long block with a core fee of 750$, so close to 4k$ but 3200$ once core is returned. Not sure why they would clearly show a short block + heads (ie long block) if it was only a short block and didn’t include the heads...

Short block - Lower end
Long block - bottom and top end but no peripherals. Still needs intake, hoses, plugs, wires, harness, etc
Complete - plug and play. Best to change wear parts before it goes in.

I like the idea of getting this used engine that has less than half the mileage mine does. I'll swap in new wear parts, maybe even a new clutch since mine has 47k on it. I think I'm also going to buy an engine stand and keep my old one and rebuild it slowly. I've always wanted to learn about this stuff and this seems like the perfect opportunity. I (sort of) have the space so I'm going to build a dry enclosure in the driveway by my outside workbench area.

If you have the capabilities to do the work yourself then you're in a great position to make this happen for a reasonable amount. Good luck! Youtube is your friend. There is a ton of info on rebuilding this motor.
