Do I need to get the Subaru parts switch and does my fr-s seats have to have the ability to have installed heated seats?

you don't need subaru switches, and you can add aftermarket heated seat elements to any car seat.

i installed aftermarket heated seat elements in mine. didn't like the look of the switch that came with them so so I got (used) subaru ones with pigtail harness and wired them in for an oem look. you just have to disable the passenger seat belt warning via techstream afterwards.

sorry, i don't have part numbers for the switches since i bought them used. besides, there is no part number for a pigtail harness without buying the whole harness. try to find them used. there are other subarus that use the same switches.

for the heated seat elements, they're all over ebay and are pretty much all the same. they look like this:
