With this information, does this tell me I need to take my car back to the shop tomorrow and have them place the primary o2 sensor back to its original spot?

yes.

do this

honestly, just get an oft and just tune it. put both of the sensors back into their locations, the layout it was stock

I will look into the idea of a open flash tablet, but for now I want to get rid of the cel so I can use my cruise control again.

Ok my plan for tomorrow is to take the car back to the shop, have the primary AFR o2 placed back to the hold on front of the borla and not the side. Keep the 2nd o2 in the bung on the front pipe behind the HFC with the o2 spacer. Hole on the side of the borla header will be plugged.

Primary o2 AFR sensor has been relocated. We will see what happens now.

Also I see that there are tons of ELM327 OBD2/Bluetooth adapter's to choose from, does anyone have any recommendations from experience?

just to throw my 2 cents in... I am Running a Borla UEL and catless setup and I occasionally get a CELL but it goes away for months on end.. may come back and goes away again. I do not have any spacers or items like that.

Here is my 2 cents:

The primary o2 sensor MUST be moved back to the original location. (Closest to the engine).
The secondary o2 sensor can sometimes be put in it's normal secondary location with a spacer and be fine.
However, in theory the secondary o2 sensor after the high flow cat may work too. If it comes down to it it may need a spacer as well. The high flow cats still may trigger an inefficiency code cause are not nearly as efficient as the OEM catalytic converter.

Unfortunately when dealing with the secondary o2 sensor they are a bit "moody" so it's going to require some trial and error.
Paying a shop to do the header install is understandable, however, if you get yourself some good race ramps or a jack and jack stands it's easy work to move o2 sensors. It does not require any special mechanical skill set. Although I do understand peoples assurance with shops. With all due respect to shops I personally rather work on my car and do so when I can. Swapping o2 sensors is easy stuff once you get access. Righty tighty, left loosey. An o2 sensor socket will help too.

Just remember they are fragile pieces of equipment. Believe it or not they don't take well to repeated install/uninstall attempts.

It's also worth mentioning that you should pull the CEL code first before having them change something that may not potentially be the problem.

At the end of the day a tune is your best answer to get rid of the secondary o2 sensor issue if one even exists. The spacers and other methods are just band-aids.

Primary o2 back in the front of the borla header, now no CEL after spirited driving. I'll wait and see if it comes back. I now have a OBD2/Bluetooth adapter to check/clear any codes.

I did get one CEL when I got on the highway too quick without letting my car warm up on a cool morning here in the Midwest, I assume because of my HFC not being heated up. Nothing since that time though after I cleared it.

I have not received a CEL since I started running a map with FUEL+ (instead of Fuel- or Fuel~) for the UniChip.
