They look like rechargable work lights.
https://www.overstock.com/Lighting-C...55&kwds=&rfmt= I think this is a detailers work area. The lights are setup for paint correction. Otherwise it makes little sense as a typical garage space.

I have a light like that but 4 AA cells. Very bright but more of a spot light than a work light. (a Christmas gift) I put it on the floor when I have a car up on the lift. Even then the shadows are severe. I have an other with about a foot and a half matrix that is much easier to use. (Ridgid)
