I remember few years back ford did a competition for most mpg cars and i believe they bought a 4 cylinder motor with 300hp getting somewhere around 100mpg. And heard nothing from it ever since. And vw just displayed hybrid model that gets 270 mpg and its supposed to sale on 2015, so we shall see.
There are only two factors here, either they are really stupid or corruption. I would lean more towards corruption.

It ain't capitalism. It's a system designed to encourage us to buy more big trucks and SUVs and consume more fuel.
CAFE should be a single combined mpg number. Cars/trucks/SUVs that get less than that should get hit with a commensurate guzzler tax. Buy a car/truck/SUV that gets better than CAFE, you should get a commensurate tax credit. It is absurd and obscene how much more fuel we consume than we need to in the U.S. And it is *by design*. I wrote a long reply but decided to simply put this : Car using petrols and getting poor MPG is probably the last thing to worry about when talking about politics/oil/petrol/environment/government. Shit is going to hit the fan soon!

The CAFE bugs the crap out of me. As some of you may know, I'm a big E85 flag waver. I talk about E85 as much as possible and try to share information or learn information at all times. Now the CAFE has a credit that increases the MPG for flexfuel cars by the DIFFERENCE in rated MPG(1/3 based on BTU content). The EPA is legally prohibited from testing cars with any Ethanol and instead uses the BTU differences. Considering GM and some other manufacturers were advertising near Gasoline MPG there is a disconnect in this methodology. The end result is that the most common flexfuelvehicles(FFVs) are gas guzzlers like the Chevy Tahoe, F-150 with the v8, and some midsize cars but only with the v6! As an enthusiast, that really pisses me off. These cars get 15 maybe 25 for the midsize and then they get 10 or even 18 MPG on E85, respectively. 99% of people that drive them will never use E85. Most of these people will never see an E85 pump even if they drove by one everyday. And even fewer actually know anything about it except what they hear from friends/family and mainstream news. Where on the other hand, myself I'd drive out of my way to get some E85.

That's ironic because I'm on the opposite side of that agenda. I think E85 should be done away with so long as it comes from corn and is subsidized by the government.
