I think more so with Ken's. There are a couple of scenes in this video and his last one where you can clearly see NO skid marks. This means that the shot used in the video was their first attempt, possibly his test run.

Well think about it, it's great PR for those cities and landmarks. Plus, it brings in extra revenue during filming. Things like, the cost for all the extra police, food and accommodations for everyone involved and so on.
The big bonus is the production company/sponsors take on all the responsibilities and extra costs (like insurances) so there is very little out lay for the city.
