The notice does say it was the company's decision to shut down the pipeline, and you're correct that only their office systems were affected by the attack. That said, it wasn't just a single server or something along those lines.

The common consensus is that they shut down the pipeline itself because they couldn't bill for use, although I could understand shutting it down before it could be impacted if they didn't know how screwed they were when the ransomware hit. While I could understand that, I don't give them that much credit, and agree that shutting down the pipeline likely had more to do with the inability to bill correctly than it did protecting the infrastructure.

Darkside is still the real villain here. Colonial wasn't their only victim, and many were SMBs who were ill-equipped and ill-funded to handle a ransomware attack. While I would prefer it to be for a more active org at this point, if the tactic of putting a bunch of money on a hook and watching them turn on one another works, I'm all for it.

It's not a whole lot of money in the big picture but I'd rather my tax dollars be spent on tracking down the authors of powershell.
