Stolen cars that aren't recovered quickly get salvage (and in some cases COD instead) titles because the owner was paid out and the title is reassigned to the insurance company.

My ITR is one of those cars...

I looked at this one too, same seller different car as you mention, but your assessment is pretty much what I would expect.

yeah most rebuilders don't provide a lot of details about the cars they are repairing nor pics of those detail steps. Really only the enthusiast ones do. The rest are fixing stuff as cheaply as possible (and depending on the state that might mean not even replacing all the parts like airbags - because prove it later...).

This guy seems relatively above board (he will send you the "before" photos and will walk through it on the phone, for as much as you can trust a guy 100s of miles away).

That gray CTS-V is damn pretty though.

In Michigan, rebuilding a salvage title requires a state licensed mechanic with the appropriate specialty to inspect and certify the repairs were completed in a “workmanlike manner”. Then, a police inspector reviews the paperwork, receipts, etc. and performs an inspection (looking for stolen parts and roadworthiness). After the inspections, the forms and title can be submitted to the SOS to have a rebuilt title issued. The rebuilt title is required before the vehicle can be registered for road use.

There is nothing to prevent an unscrupulous rebuilder from taking the tests and getting their mechanic’s license and signing off on vehicles regardless of the quality of repairs (or partnering with an unscrupulous mechanic to achieve the same ends), except doing so and getting caught puts the license in jeopardy, creates liability for the license holder, and puts the license holder on the hook for lying on a government form.

I’m not saying I trust rebuilt vehicle sellers, I don’t trust any used vehicle seller. However, the process MI seems good enough that I don’t automatically rule out rebuilt vehicles.

That makes sense and fits the narrative this seller seems to use. I think if I lived closer to MI, I would not immediately eliminate it either. I mean I've driven cars that were repaired under insurance and they were fine when done correctly. They just didn't have branded titles because they were repaired under ownership.

Not sure I trust GM that much.. a 2020 Camaro can still pop them during an autocross run ha

And that's coming from a Camaro owner that uses their car aggressively on road courses and jumps curbs.. I fully expect mine to pop at some point.

and the colorado's zr2's had the same issue. GM seems to have serious issues with erroneous side airbag deployments...

Indeed, I was rather pissed they didn't pop. I took a huge loss with that car. Would much have rather it totaled. Hit by a damn Chevy Celebrity of all cars too. How the f*** it made it past cash for clunker still bothers me.

Yeah. It was still wildly successful at least here in KC. I worked at a dealership at that time and I still can remember how many cars we had on the lot, just stacked on top of each other all destined for scrap.

Oddly enough someone I overheard while picking up some coolant was commenting the other day that it pretty much took 80% of GM's 3600-3800 cars off the road. Before c4c I do remember how common in was to see a 96-05's Monte Carlo SS, Grand Am GT, Grand Prix GTP and Bonneville GXPs on the road.

That's just it, it took a lot of those type cars off the market because the folks that owned them and had them running could afford a new car. Most people driving real clunkers couldn't afford a car payment, so they couldn't trade in.
