It is locked and unreadable.

Could it be to do with Shiv's signature announcing OFT350 coming soon!

I have no idea about vendor rules and sponsership.

If it helps anyone else, I ordered August end and was told I'm order 41. They didn't bother clarifying if that means I'm actually directly at the cutoff or after it, but he did mention that the next batch should be here in ~3 weeks (which, sadly, makes me think I'll be missing this order period).
