Looks like the stock mud flap thing. I had two come off my last car from rubbing on things when driving over them.

If the holes aren't torn you can attach them again with the pop tabs. May need washers.

It's the little mud flap in front of the rear tire. I hit a small piece of tire in the road and it ripped it
