I had been waiting as well for the summers. However earlier today I had someone fail to shoulder check on me requiring me to fully use the brakes, got the feeling that winters give off when it's too warm out. Figured I'd rather have my summers on when it's too cold than my winters when it's too warm

Winters should brake fine in warm weather. When running them in high heat they will wear faster but they should not have an issue braking at 5 degrees outside. Running a summer in -10 though could result in the rubber freezing and having much less traction.

I would agree that this is generally what I understand to be true. That being said there is a marked change in the feel of braking with my winters whenever it gets up to the 3-10 deg range.

As far as running in below 0 on summers I would also not recommend it. I checked the forecast as far out as it goes and while it truly is too cold for the summers to work at peak I had time today and I have the comfort of knowing exactly how they behave in this weather.
