Well, I would say...don't rev your engine when in the neighborhood...problem solved.
If it is still crazy loud even at idle...then you will probably get in trouble of sorts... Though if this is just a bored PTA Mom with nothing better to do...tell to go fuck herself (make sure your exhaust is legal first) and respond with that YOU do not appreciate their harassment. Also, where did they put this note?
