Not sure if you could try going after his insurance company if he owns a vehicle or even his homeowners insurance if he was on his property.

Stop. Lock the doors, call the cops. As soon as your drove away it's now your word against his. It's like me calling the cops and telling them Joetheegyptian ran out into the street and threw a brick as me. How do you prove this?

Cops: "He says you threw a brick at him, did you?"
Guy: "No, I dont know him"
You: "Yes you did, 2pm yesterday"
Cops: "Is this true?"
Guy: "I have no idea what you're talking about"

End of story

You can prove literally nothing. You may as well tell the cops bigfoot did it, they may have a better chance of charging him since they have blurry photos of him in the woods.

I did stop right there next to his house and called the police. They spoke to him and found parts of a device by his driveway and the rest of device (remote?) in his hand.

Then let the cops handle it and see if they do anything. If they don't. Obtain a copy of the police report and sue him in small claims and fees.

You need a police report implicating that the guy threw something at your car and caused damage. If you have that, you can take the guy to small claims court and should get reimbursed based on the three estimates you can get. You probably should consult a lawyer before you go to court so you have your ducks in a row.

If you don't have a police report implicating the other guy, then you should just drop it and move on.
