What exactly does "Handles well" mean?

He said that almost every race the other twin drivers will come and ask him what mods he has to make him so fast. He tells them "Take all of that shit off your car and learn to drive it in the configuration that the engineers intended, THEN you can decide what the car needs."
The ONLY mods he had was an extra set of wheels with racing tires.

To me, "handles well" means the car turns true to the steer and it does so easily. Tires make a big difference in my opinion as the tread is the last thing on the car in terms of the parts of the car involved in the steering, and the way it holds a steer.
