At least this what Subaru did with the BRZ GT300. They created an old fashioned car with tons of down-force and moderate power (300-350hp). They managed with this car to outrun real GT3 cars with engines in the range of 450+ hp. So, yes with a functional big wing, big tires, low height and a moderate power increase (270-300hp) you could have a very competent track car. However, not very street friendly because of the very low ground clearance.
