Yes. But that only matters if you do not know the difference between good and bad bacteria!
If unsure of the difference place the bacteria from the bottom to the top and see how that works out.

I know there is a difference (in both places) between good and bad. I couldn't tell you what was what though.

I'm pretty sure there's less bacteria in the place where the toothbrush is getting rubbed onto than what the toilet paper is going to be rubbed into
