As far as I'm aware. The ridges are from the manufacturing of the horns. Polishing it would mean less resistance and turbulence I guess.

Make the manifold slighty higher and add a throttle body to each veolcity stack so you can have debris-less ITB's ;D

If that is the case then their CNC programmer has gotten so bored he's doing some very strange things with tool paths.

It was milled, not turned. So realistically the cut time was the same regardless. If we take this exact design to production (which is very much unsure right now), it will be a turned part.

It'd be impossible to do that on a lathe which doesn't have live tooling!
Of course it's milled. It's still a funky toolpath. Maybe they had difficulty getting a conventional path to work and this was the best way they could minimize tooling marks? I'd argue that's what post processing is for. Of course customers would rather see a sexy milled part than something which has been finished by sanding. I'm more of a form follows function kinda guy.
Are you going to finish these prototypes out to a smooth interior surface?

This can be made without live tooling on a lathe, and was actually designed to be made as a turned piece. To do it in one operation, yes you would need live tooling.

The function of these bellhorns are being blown way out of proportion. Like previously stated, between peak and valley their is only 10 thousandths of an inch difference. We are not concerned that the ridges reduce or add any performance. We will not be sanding them.

There are multiple ways to make a velocity stack or bell horn. As you can see in that video (this is called metal spinning I believe, and is a forming technique), the accuracy and repeat-ability is up to the operator. To us, this is too large a discrepancy from article to article, so we went with a CNC machined piece. Each route has its benefits and draw backs like so many things in life, but there is no right or wrong way.

That's not what I said. I said it is obvious they are milled because the ridges would be impossible without live tooling. Turning bellmouths on a lathe is cakewalk. If you're clever and have some time you can even do it on a manual lathe.
