If only MD had laws like AZ....

The problem in this state is that permits are hard to get so chances of that guy having one are pretty slim. If he actually did have a permit, something like this report may get it revoked. He doesn't sound like a responsible gun owner unfortunately.
(It's not fair and if I could move I'd take my guns to a state that would let me open carry)

I think you played it wrong. You should've pulled a 'taken'(movie) and get his number and tell give him his whole speal "....i will find you, and i will kill you". lol.
But one thing I would like to say on this point about leaving it as is.

For those shitty drivers and people, they will always be shitty and crappy until someone stands up to them good. If no one does nothing, then they will continue to think they can get away with it and will just cause shit for everyone else.

One instance comes to mind, I was completely stopped had my signal on in a parking garage because a lady just got to her car and I figured she'd be leaving. I was literally next to the car and I see this one car come from around the corner on the oncoming lane and come to where the car is and signal.
As the lady in the spot is reversing, one of the passengers of the other vehicle trying to take the spot gets out and stands in the spot and says no this one is ours....and all this other useless stupid crap(doesn't matter if she was following her or saw her the next lane down, I believe I had the right for the spot).
I was so ragged because this person probably does that stuff a lot and thinks that she can do whatever she wants. So I ragefully said "i don't want that spot anymore, cause cars in the spot are going to get *%&^*( up" and did a loud and sarcastic laugh and drove off. Let's just say her car didn't leave that spot in one peice muhahahahaha.
Just kidding.
But for a scenario like this I would wish I could have done something(without damaging her car) to let her know that-that shit don't fly.
So I believe you did the right thing by calling the police instead of just letting him go on like it was nothing.
That's just my .02.

Yes. They teach you this in the carry and conceal class. If the guy has a license to carry it should be pulled. If he is carrying without a license, the guy should be thrown in jail.

The police are just being lazy. Too many tickets for tint and speeding 5mph over to write...

It was in PA... SOOOOO this actually could be a small piece into something big. I will share a small piece. The same situation happened to me, happened to another person a couple days ago and unfortunately they were actually shot at and injured. The description of my suspect matches the newer case. So I am in a investigation now. I told the Detective that I am willing to cooperate, but I don't want to be going in and out of court.

It's just an odd situation.

Having carried guns both professionally and personally, I can say with confidence that civilian open carry is a bad idea and freaks people out. You absolutely need a shield hanging near your sidearm to prevent random MWAG calls to 911. It also draws attention to you and makes you a primary target for bad guys. And, unless you're highly trained in firearms retention (and not by some weekend gun enthusiast course), you'll potentially lose your gun in a quick motion and watch it become a giant liability. No holster can prevent loss of retention if you know how a particular model works.

I'm all for concealed carry and recommend it highly. Open carry, in my opinion, is not for civilians.

No one needs to know you're carrying. Surprise is your biggest advantage.
