I have seen similar studies where the substance being tested for toxicity/effects are ingested at such elevated levels to be meaningless. It's like saying eating white sugar is bad for you; there is no qualification to that statement. Are you consuming 3 grains a day or 1/2 a kilo a day?
The maximum level set by WHO and National Health and Medical Research Council (Australia) for fluoride in drinking water is 1.5 milligrams per litre. Drinking too much water will kill you, breathing 98% oxygen will kill you.

I have to qualify this because internet.
The local supermarket sells a couple different brands of peanut butter. From dodgy memory (it's been a long time since I checked) the ingredients were peanuts, salt, sugar!! ffs, emulsifier. For me this does not qualify as peanut butter. The peanut butter I consume, in greater quantities than I probably should, is purchased from the local markets and contains.....peanuts. That's it. So to paraphrase your statement "Peanut butter is not evil when contains just peanuts". To take your point even further, I would have to agree with your statement because to the best of my knowledge no peanut butter of any sort has never committed atrocities, been convicted of treason or even muttered a curse*. I therefore suggest Vote Peanut Butter! but preferably the unadulterated variety. * Being smeared on a woman to be eaten (so to speak lol) is not the peanut butter's fault.
