Quote: The summary added: "We judge the virus was not developed as a biological weapon. Most agencies also assess with low confidence that SARS-CoV-2 probably was not genetically engineered; however, two agencies believe there was not sufficient evidence to make an assessment either way. Finally, the IC assesses China’s officials did not have foreknowledge of the virus before the initial outbreak of COVID-19 emerged." ... ... was a good one, although drawing the conclusion that the virus was DEFINITELY not developed as a bioweapon from this investigation is a stretch, as it states "we JUDGE....".. rather than a more declarative statement of fact. I, too, believe their judgement is accurate, but that does not elevate it to an ironclad statement of fact. There really isn't anything we can conclude from this other than that the lab leak and engineered virus theories are both at least plausible. Equivocal phrases abound... ".. assess with LOW CONFIDENCE ... PROBABLY NOT..." .. etc. The only thing the investigation seems sure of is that the Chinese government was not helpful or forthcoming during the investigation or earlier.

honestly, variant D is a much better bio-weapon than the initial virus. and there's no way anyone could have predicted the stubbornness of americans to avoid a cure, or the pace that methods of fast-tracking a vaccine...
the initial variant generally targeted weaker immune systems, which tactically, has no major military benefit. gets rid of the old people, maybe the president/white house gets it, but the government already has a chain of command to correct that-- it'd only take a little while to figure out someone young enough that would be outside the initial variants scope, and generally, most of the military forces are already younger, and because of that are going to have better immune systems. so best-case, it would've messed up the chain of command for a month at best? if china were using it as part of a bigger plan, they would've needed to have a lot of puzzle pieces in place with gear and troops before releasing the virus, and that alone would've raised a lot of red flags... so if it was a tactical idea, it was a really poor idea. lets not forget, china carries 1 trillion of US debt. https://www.thebalance.com/u-s-debt-...it-own-3306355 seems really counterproductive that they would release a virus on a country that owes them a significant amount of money, that would make it more difficult to repay that debt...
