I agree. My definition is probably different. In OP's case, i'm curious.

Maybe we have an opportunity to get a young enthusiast started off on the right foot. Have to think of a good reason to get OP thinking tools and maintenance.

Actually I tend to agree with Pod Person Ultra and would point in the direction of tools/equipment.
IF...
It is indeed somebody that does not have these already.
They don't cheap out on the basics (that becomes a habit and will likely carry on)
They have the basic skills to learn to use the tools and an location to use them
They have the patience and self control to save up for real upgrades instead of slapping on what ever they can afford at any given point.
As we have no more info on the OP then the couple of lines they may be more interested in a cheap wing, some nice stickers or a gnarly under light set!

I have been called one by so many people that I figured it was common knowledge and is not indicative of it being you!

Said it before and I'll say it again. With that limited of a budget get the TRD rubber floor matts. Too boring? Practical, functional and after all they're TRD man. JDM dude, JDM. Throw in a low restriction air filter to kill the rest of your budget and call it good.
