You can always swap back to your stock header to get through inspection, it only takes 30-45 mins to do.

ECUTek is able to do it (force readiness). At least for O2 - I presume the rest just as easily. That being the case, it's likely the other tuning platforms can as well.

What is OBD-2 readyness check ??

Does this just mean the odb-2 diagnostic port works and parameters can be accessed ??

The ECU will flag the P0420 cat efficiency code you have no cat in the header the main secondary cat in mid pipe is not monitored.

The ECU works out if its going to flag the P0420 code (cat efficiency) by comparing the readings from the 02 sensor's before and after the cat in the header .

The 02 sensors are not disabled and both 02 sensors are still active and the readings available to the ECU with a "tuned" rom just the activation of the P0420 CEL code is disabled. You can do this on a "stock" tune as well.

If the emissions guys are just using a standard OBD reader the 02 signal will still be available as will all other obd functions its just the ecu will not flag a P0420 CEL code and the ODB reader will not see it.

I am buying a catless header! It sounds way better and if i get a cel i can just swap my stocker back on to pass inspection

That's my plan as well. I have a catless UEL and OFT tune so I get no CEL and not due for inspection until 2018.

Def go UEL, the performance gain of EL vs UEL in NA vehicle is negligible. Plus, you want rumbles.

I bought the car knowing i wanted an uel header! That sound and the low end torque tho! Cant wait to rumble around my back roads
