im late to the party on this one, but it goes like this:

If you exhaust is not stock and does not conform to the exact specifications of the manufacturers intended design, it is ruled illegal if brought to court.

The golden rule in this, is if you dont give them a reason to pull you over and give you a ticket, they wont. If you ahve a loud exhaust, be overly respectful of road rules etc.

Ive had to appear more than a few times for driving shop cars and rotaries with no exhaust or straight pipes.

An acquaintance of mine (cop in west VA) said his interpretation of the law is: so long as your exhaust has the same components as stock you're fine.

That means cat in header, 2nd cat, resonator, and muffler. It's enough to argue its "like stock."
