Have you ever hit a speed limiter on something implemented like that? It sucks. If I hit the speed limiter in my Wrangler, it cuts all throttle and the wind resistance slams you forward. This happens at only double digit speeds. It wouldn't be so bad at ~130mph in the aerodynamic twins, but when it hits unexpectedly, it can be shocking.

our speed limiter pulls throttle. most older vehicles do something drastic like cut the fuel and turn your engine into a brake basically.

you increase by the same amount so that you don't increase the abruptness of the throttle closing... which could be bad. you want smoooooth lol.
