If so, I'd say just buy some cheap car and call it a day. If 2-3k is your vehicle price, there are so many options to choose from. Miata, any sx series, fc rx7, mustang, impreza rs, historic muscle cars. A "Project" car should be something you have to build from the bottom, right?

2-3 plus parts and rwd only a drift project since I will be getting a awd dd

We just turbo'ed one in our shop. It's a death machine now but it does have a lot of potential.

Nissan 240sx

I bought an S14 off CL for $2,500 and it's been a pleasure ever since. I DD it and have done a few things here and there to make it better.

Granted I still have a stock KA24DE in it, but I'm doing suspension and brakes first, then on to more fun stuff

I was going to post a big long rant about how the OP looks like it should have been posted on 4chan, but I'll be nice and cut to the chase.

A great first project car that is cheap, reliable and fun is an NA miata, there are so many enthusiasts out there that whatever you want to do somebody has already done it and will offer great advice, anything from V8 swaps to bolt on turbos to welding in a roll cage. Probably the best sports car for the money period.

If you want something reliable and easy to work on so you can learn about cars without getting in trouble a small truck is great like Atropine suggested. I would lean towards Toyota Pickups or Nissan Pickups (D21/Hardbody), pre-96 trucks are really the only ones that fall into your budget, I looked up Nissans and even mid-80's trucks are going for more than your budget.

Around here you can find a MKIII Supra turbo for around $3k. Usually a little more though. Like $3,200-$3,500.
