Other suggestions:

-willing to ship or not? Must be stated (like DAVE-ROR's idea)

-No links to craigslist/ebay, etc. Must fill out and properly post here on the website.

and this one does help prevent scammers:

-any item over $200 needs a picture with your username physically in it on a card or paper.

I loathe the forums that require the screen name in the picture non-sense. If I am posting a car for sale I am not going to put a piece of paper with my SN in the shot.

Post count requirements are good to have, but 20 should be plenty.

Thats a much better requirement than post count but I think it should be longer than a month though.

Not everyone...

I've had my account removed for inactivity twice already, and I really don't understand how people could have that many meaningful posts on a car that doesn't exist yet.

While I do kind of agree with you, (I've been a member for over two years with a 0.32 posts per day average...there are members here that have that many posts in a week...) the members that have thousands of posts are people that use the forum for social purposes in addition to the car specific news/info.
