If that were my car this is how I would handle it before having it professionally painted. I would first try buffing it with compound and a random orbital buffer. If that doesn't work I would then try wet sanding it with 1500 or 2000 grit paper. And then buff it. If that doesn't work I would scuff the clear and shoot some new clear on it. Wet sand smooth and buff again. If that doesn't work, then and only then, would I have the bumper repainted

I had similar damage on my rear bumper after a extremely low speed collision with my father-in-law's truck... Had to get repainted.

Clear coat can be water sanded basecoat you cant.

If its your money I would just leave it alone, If its their money repaint. I have a few spider cracks just from removing my front bumper a few times, it doesn't bother me anymore.

I think we are wasting our effort here!
I am truly amazed at the number of people that keep saying it will buff or sand out. The cracks start right in the base plastic and no amount of sanding or buffing will make them go away.
