Local classifieds such as Craigslists is a good route, especially now, before we get any closer to winter snow. I've seen near new sets with steel wheels anywhere from $150 to 200.

Yes, with discretion like all online activities. I ordered wheels from an add in the back of lowrider mag once. Didn't go well. (in 2000)
