When you add it all together it will be a lot. Maybe too much for some people. I'm pretty good at managing my money to afford somewhat frivolous things. All in all, the budget would look like maybe $10-13,000. That sounds like a lot. . .and it is, but it wouldn't be all in the same year. You do these things over time. I'll start with wheels and tires, then suspension and you've spent about $2,400 right there. I expect a turbo kit to cost in the area of $5,500 after opting for heat-coated components and whatnot-- which will likely be the most expensive single purchase.

It will likely be over the coarse of a few years and bare in mind that i'm not buying the car new-- i'll likely buy one once they've depreciated quite a bit. I'm thinking of jumping on them once they drop down to around $14,000 and i can talk them down to around $12,500 or something with a $3,000 down payment. Or i could even wait until they're lower than that.

@Ichitaka05, good looking out-- i may do that.

@driftartist, you could always just get headers and have a whole new exhaust built and have an exhaust shop set you up with a new catalytic converter so you'll pass emission tests.

@WingsofWar, I think that's a very solid plan. For me, i don't mess with internals because i don't truly understand internals and i can't work on those myself. I'd just be buying pistons and whatnot, and having shops install everything. That would make things even more expensive. But for someone like me, it's very intimidating.

If I can convince my dealership to finally order the parts and give me a price I'll be converting to a full on Toyota GT 86 Limited. As it stands, they've been resistant, regardless of me throwing money in their faces.

Hey thats cool! some of us are coming from all different levels of tuning! and even use seasoned tuners are intimidated by some of the greater talented and experienced tuners who post on here. but what is awesome though is having a solid environment to learning especially when it comes specifically to your own car.

We will make a pro tuner out of you some how! And you will go on ahead in the future and help some kid start his automotive tuning journey.

Power
Supercharger or Turbocharger (preferably turbo)
Custom exhaust system

Weight
Back seat delete
Carbon fiber driveshaft
Enkei RPF1s
Stripping down trunk/back seat areas
Carbon Fiber hood

Handling
Dunlop Direzza Star Spec tires
Front Strut tower bar
Front sway bar kit
APR GT-200 Carbon Fiber Spoiler
Custom Camber alignment
Coilovers

Minimal Goal
235whp
2,500lbs
P2WR: 10.5

Maximum Goal
285whp
2,500lbs.
P2WR: 8.8

What are your plans, if any?
You realize that you just said that you can't afford to buy a $27,000 car, but plan to spend over 15 grand in mods, right? I understand that you plan on buying used eventually, but even then putting all of the added stress (boost) on an old engine not designed for it is a recipe for an empty wallet.

I accept that. These purchases will be over a span of quite a bit of time. I've been modifying my Celica and spent quite a lot, but it's been over the span of years and has been affordable working in entry-level positions in retail.

Additionally, it is just that i can't afford a $27,000 car right now as i'm looking for a new job. Also, if given the option to buy it for that much versus waiting a couple years and buying a cheaper one with decent miles, i'd do the latter.
