All this has nothing to do with noise regulations, just enforcement of those regulations.

Its because our AR-15 are louder than a car so we don't enforce it.

And that's my point exactly. At least the law in CA and other states clearly state what constitutes an illegal exhaust and what does not, so there's no arbitrary enforcement of the law (or lack of).

For the longest time California had the state ref run an exhaust enforcement program that provided a certification showing an exhaust to be in compliance with the CVC. I think this was reduced in scope due to the budget cuts around 10 years ago, but at least if you got your exhaust tested you can easily show this to a police officer to prove that your exhaust was street legal.

Wish more states had things like this, so car enthusiasts don't need to tip toe around the issue. As for other states, just because there's no enforcement doesn't mean a whole lot if an officer wants to ruin your day because he didn't like the way you looked at him.
