Update...
Fixed my Valenti's its much easier to find the bad solder joint if you have a 12V power supply. You can then power on the light bar, turn signal, & brake lights. It becomes much less problematic to the find the bad solder joint & you can also verify if you actually fixed the problem. A good way to also check for other potential bad joints is to slightly flex the PCB with your finger, or just shake up the tail light while its plugged in. If I have to do this again (hope not) instead of a dremel you might be able to get away with creating the cutouts with a soldering iron which would be a much cleaner way. You won't have plastic bits flying into the housing. The housing is made of ABS so it melts like butter & if it works out nicely enough you might be able to reuse the cutouts & RTV them back into place. I ended up using duct tape & RTV. Hopefully this helps someone, thanks @Futaba
