It's wax...
Wax and black plastics/seals don't mix. Use peanut butter to get it out.. No I'm not joking; take some peanut butter and rub it into the plastic firmly, take some dish soap and a rag and wipe clean. DO NOT ACETONE YOUR BUMPER |

I worked as a research chemist before I retired. Yeah, I'm an old f**k.
You want to try an aliphatic solvent first. As others have already recommended, first try IPA. You can get the 91% or 70% versions at Walmart. If that doesn't work try minerals spirits, aka stoddard solvent or paint thinner, not paint remover. You can also try bug and tar remover. They contain a large amount of aliphatic petroleum distillates and IPA. https://www.turtlewax.com/docs/defau...ug-tar-remover And as others have stated, DO NOT use an aromatic solvent like acetone or toluene. DO NOT wax any of your plastic trim or the black plastic part of your bumper with carnuba wax. Do you have a pre-wax cleaner? I have had wax buildup appear out of the blue weeks after a detail, usually a small spot on a lower rocker panel that I manage to miss every single time.

hit it with a little bug/tar remover or an all purpose cleaner (make sure you dont get it on the paint, not bad for it, just will remove any wax you have on there)

thanks i used the spray u gave me but did not worked. Ill give the bug remover a try after all this rain mess goes away

I tried washing it with soap and a brush and it did not worked. I also tried using duck tape to remove this shit and no go.
