Just tell him not to use more than 30% throttle unless only necessary. Talk to your kid about it and hope he listens. Trust is something that is earned, and if you're trusting him enough to handle a car especially with passengers then he should be following by your good example.

Also tell him to carry a pair of extra sneakers to change into if his rental shoes are stupid.

If you decide to go with the phone and he passes the test, do not tell him. EVER. You'll be telling him how proud you are of him for bring so responsible. What he'll hear is that you're a sneaky bastard who didn't really trust him, which will make him resent the hell out of you. You'll instantly go from cool dad to shithead.

Tell him you trust him but you don't want your baby parked in a lot full of cars driven by inexperienced drivers, some of whom can be guaranteed to not be paying full attention to what they're doing.
It's at least half true: that concept would worry the hell out of me.
