stay away from the hill? we got lots of rain. snow only 3 times a year, and it will gone next noon. there is no point to buy a snow tires in here.

Yes. Approx 2 to 5 degrees for drainage. Judging from the pictures that is about the "slope" involved. You have had a piles of cars spontaneously slide down a 2 degree slope 10 minutes after parking them because of a dusting of now?
