Looks like the curb may be painted red, but hard to tell. In reality, based on the local law, it doesn't matter if it's marked or not. For example, California law says:

Fire Hydrant (CVC 22514) – State law prohibits parking within 15 feet of a fire hydrant, whether the adjacent curb is marked red or not. Park at least one car length away from fire hydrants.

Georgia's is similar:

40-6-203 - Stopping, standing, or parking prohibited in specified places
...
(2) Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:

(A) In front of a public or private driveway;

(B) Within 15 feet of a fire hydrant;

(C) Within 20 feet of a crosswalk at an intersection;

(D) Within 30 feet upon the approach to any flashing signal, stop sign, yield sign, or traffic-control signal located at the side of a roadway;

(E) Within 20 feet of the driveway entrance to any fire station or on the side of a street opposite the entrance to any fire station within 75 feet of such entrance (when properly posted); or

(F) At any place where official signs prohibit standing;

....

I have to admit, now that I've read it, I've parked illegally many times not realizing it. Technically I illegally park at work every day because there is a fire hydrant in the large grass median next to my car and it is less than 15 feet. I'm not actually blocking access to it though so don't think I'll end up with a hose through my window or my car push out by a fire truck.

So I'm thinking that if the FD ever did send a hose through my windows for blocking a hydrant, they ought to leave a note to the effect of, "You got hosed."

Why would they paint a parking stall so close to a fire hydrant?

If they had to run a hose through your car because you were blocking a hydrant it would probably say "Sorry. Moron".

My first thought was there was some subtlety in the law about access, and medians (note that the hydrant in the original photo is in a median and technically you'd still have access to it from the other side) but in the little bit of time I searched I couldn't find any exceptions, it was purely "within 15 feet".

Here is where I park at work. The hydrant is still accessible but both Olivia and the white SUV are parked within less than 10 feet of it. There are spots like this at nearly all the company facilities I've visited here.

I will remember when we have a fire drill to take my keys with me, just in case!
