To reduce weight and drag. Rearward visibility isn't a huge concern in a race car, and it's even less so in rallying as there is never any wheel to wheel racing (the faster car has the right of way). Race teams would probably run no side mirrors at all if the sanctioning bodies didn't mandate them (and the minimum size). It doesn't create much of a performance improvement, but in racing you take every advantage you can get away with.

You do realize that it's competing in a completely different class, right? You're comparing a Little League team to the Yankees; No matter how competitive the 86 rally car is in its class, it's always going to look like a gutless turd next to a WRC car.
