Crack Sealer/Tar Removal from tire

Hey, so I parked in some fresh Crack Sealer for 3 days at the air port now I have a serious vibration, pass rear tire is the one with all the crack sealer on it.
I have tried peeling it off and its just in the treads and difficult to remove.
Anyone had this happen or have any suggestion for me to try?

I think a few pictures might help. This has never happened to me, but I have seen it happen. Very difficult situation to resolve. Before you try working on the tire, take the wheel off, then...

1st stage: Butter knife, various screwdrivers, putty knife

2nd stage: Use a utility knife to make some careful cuts/scrapes to make removal easier

3rd stage: Dremel tool with whatever attachment seems to work

4th stage: Bring the tire to the airport maintenance supervisor and demand compensation

5th stage: Curse several times and buy a new tire yourself
