Need help getting wheels

So I've had my FRS since 2014, and I've actually modified everything but the wheels and suspension. (Stupid I know). But it was simply because it was too expensive, and I never really had the chance to do it. However, I am planning to buy wheels, and unfortunately I do not have any knowledge whatsoever on wheel size, offset, tire size, etc. I also want to lower my car so there isn't any gap, so should I lower my car BEFORE getting new rims? I like it something like this picture. Thank you so much for anyone that helps me!

What is your budget for wheels? Those wheel looks like ambit re02.

Honestly, the cheaper the better. I'm looking for something that is definitely affordable since I'm not really planning to modify anything but pure aesthetics. Thanks.
