Is this a muffler?

I am about to change My exhaust but before I do it I was woundering if this is a muffler or just a pipe

Update:
First off thanks to all of you who helped me and answered my questions about the exhaust system. My dad and his friend finally had some time to help me with the exhaust so today I changed it.

Here is the original exhaust from factory:

And here is what we made:

It's exactly what I wanted, just got home and got thumbs up from a lil dude wearing a spider man cap so I guess it pass :-)

A few people will add additional resonators to the pipe in order to quiet it down some, stock exhaust already comes with one (and most aftermarket).

Oh my. Not sure what the parts of the exhaust are but building a home made exhaust? This project could get interesting.

Thanks finch, will it increase my eviormental emissions if I remove it? Or is it safe to just take off without having problems when the car is about to be inspected?

Will not affect emissions, just sound.

Yeah thats correct, I hate quiet cars :P I could have bought aftermarket system but I dislike the looks of it. Berk is a good one but I dislike the exhaust tips. Invidia is another one I like but I think it's to much money to spend on just a exhaust.

The money would have a better use of new JR wheels :-) So yeah I'm planning to build a 2,5" system with 3/4" exhaust tips.

Something like that maybe.

Everything thats in the ring will be removed. So should be right before the cats. I don't want to destroy the original system.
