Sorry Len, I haven't been much on the forums much lately. Just the PERRIN intake is CARB approved. An inlet hose is a separate part, so if you added one, it would have to have it's own CARB certification to be legal.
About the smoother take off, I'd say that's more tune related rather than coming from the intake. Or just a side effect from making a little more power.
