That sounds like a car with a almost dead battery trying to start.

I would suggest you try jumping it to see if it will start.

Also, clean the battery terminals, you may have a bad connection.

If it does, I would suggest you have the battery load tested and if it fails replace it.

Also, when you get it running check the voltage at the battery (with the engine running) and see if it reads around 13 volts. If not, maybe the alternator is bad.
