Because inside is what counts.
You can make the outside shiny, but if the inside has left over metal, bad welds, ugly merge collector, etc, it affects flow and sound. The outside diameter can be 2.6inch but the inside might not match the flange cleanly which creates unwanted turbulence in flow and can also be 2.25 instead of 2.5 which most would want.
